    • Planning Commission requested a 90-day extension to review.

    • Approve unanimously (8-0).

  • Rezoning Z-55-23: Computer Drive Assemblage, southeast corner of the intersection of Six Forks Road and I-440 Beltline (District E)

    • Planning Commission recommended approval (6-4).

    • Opposing votes were due to a lack of frontage, concern with the impact of affordable housing condition, and concern for on-site greenspace.

  • Rezoning Z-09-24: 6027 Rock Quarry Road, approximately 300-ft north of the intersection of Rock Quarry and Battle Bridge Roads (District C)

    • Planning Commission recommended approval (5-2).

    • The first proposal is to apply the Tree Conservation Area (TCA) to sites under two acres, currently only applicable to larger sites.

    • Developers would be required to save or plant trees to meet a 10% TCA requirement, with the option to plant additional trees to reach a 15% goal.

Report and Recommendations of the City Manager

  • Crabtree Boulevard Partnership Update

    • Improvements would benefit the trailhead and greenway system near the Crabtree Creek.

    • Motion to approve. Passed unanimously (8-0)

Report and Recommendations of the Parks, Recreation, and Greenway Advisory Board

  • Annual Work Plan

    • The first initiative highlighted was the Sustainability, Wildlife and Urban Trees (SWUT) committee, which aims to preserve and enhance Raleigh's treescape by aligning work plan goals with tree preservation.

    • The second initiative was the new public-private partnership, which the council endorsed and requested PGAB review.

    • Lastly, the council proposed an ad hoc nominating committee to ensure diversity in board membership. The committee will assess applications based on demographic and interest diversity to avoid a one-sided focus.

    • The Parks, Recreation, and Greenway Advisory Board's work plan was approved unanimously (8-0).

  • Neighborhood and Community Connections Program

    • Since 2022, staff has been working on identifying site selections, conducting feasibility studies, and obtaining Parks Board recommendations.

    • Seven priority sites were identified, with four recommended for development.

    • The next steps include working with developers to build connections and improving crossings.

Report and Recommendations of the Raleigh Historic Development Committee

  • Architectural Survey - National Park Service Grant - Black Heritage and Historic Places: 1945-1975

    • The project identified 42 churches, 20 of which were suggested as good candidates for the national register.

    • The research on the civil rights movement in Raleigh documented meeting places and protest sites, with several important sites already demolished.

    • The report also focused on six black Architects and Builders, with two properties remaining, including Davy Street Presbyterian.

    • The report identified six areas for future study, with the top three being the Civil Rights Movement, Raleigh's black churches, and updating existing reports to include civil rights history.

Report and Recommendations of the Raleigh Human Relations Commission

  • Annual Work Plan and Report

    • Highlights included supporting various community events, such as National Day of Racial Healing at Chavis Park, and sponsoring events for the LGBTQIA+ community and those experiencing homelessness.

    • For the upcoming year, the commission plans to focus on supporting the unhoused community, continuing racial healing initiatives, advocating for workers' rights and living wages, and addressing policy issues through community relations and rapid response.
